“Highway On The Corridor Vc” Spatial Plan Preparation |

Federal ministry of physical planning prepared and the
Government considered and adopted Information on activities on preparation of
the spatial plan for the area of specific characteristic of significance for
the Federation of B&H “Highway on the Corridor Vc”.
Information highlights that this highway is considered as
infrastructural object of international nature, so Federal parliament have
already made necessary decisions: decision to designate this area as the area
of specific characteristic of significance for the Federation of B&H and
the decision on preparation of the Spatial plan for this area.
After all necessary
activities were concluded; the approval was given from the Government to the
Federal ministry of physical planning to proceed with the procedure of
selecting the most favorable bidder for the preparation of the Spatial plan for
the area of “The Highway on the Corridor Vc”.

Two Decrees From The Field Of Construction |

Federal ministry of physical
planning proposed and the Government of the Federation of B&H adopted two
decrees from the field of construction.
The Reason to adopt the Decree on amendments and modifications to the Decree on type, content, marking and
storing, control and validation of investment documentation, was necessity to
clearly and more precisely define certain regulations, and to harmonize them
with the Decree on development of building site, compulsory documentation at
building sites and participants/parties in building.
In accordance with necessity
of harmonization with the Law on amendments and modifications to the Law on
spatial planning and land utilization on the Federal level, the Government has also
adopted the Decree on amendments and modifications to the Decree on technical
features that built facilities must comply with in terms of their safety and
manner of usage and maintenance thereof.

Law on Spatial Planing and Land Utilization-Changes and Suplementations Proposed |

The Government of the Federation
of B&H on its 64th session that was held in Mostar on 29 June
2008, affirmed and sent to the Parliament the Draft of the Law on changes and
supplementations of the Law on spatial planning and land utilization on the
Federal level.
Proposed changes and
supplementations will simplify procedure of construction permitting and will
harmonize existing law with other regulations in the Federation as well as with
proposals from the Memorandum on Understanding that was signed between Federal
Government and USAID. Therefore, new terms as zoning plan and location information
will be applied and actual procedure of permitting in the area with detailed
planning document would be significantly shortened.
Beside that, by implementing
proposed supplementation to the Law, the new instruments of management of waste
generated during construction or during building removal would be applied. So
far this very important issue has not been legally regulated.
In addition, certain solutions
have been considered in details, especially those related to the way of using
of construction land, prescribing possibility for investor to organize land
from his own funds, and way of regulating relationships connected to investment
of private funds.

Guidelines For Introduction Of European Standards In The Field Of Construction In The Federation |

The Government on its 64th session adopted project for
the preparation of Guidelines for introduction of European standards (or so
called “Eurocodes’), from the field of construction in the Federation of
BiH. The purpose of guidelines for
introduction of Eurocodes is to, in the absence of national application
documents (Bosnian BAS standards), provide necessary conceptual settings and
practical guidelines for the production of rulebooks according to the Law on
spatial planning and land utilization on the Federal level.
Federal ministry of physical planning as a body responsible
for the preparation of guidelines will appoint a group of experts for
professional monitoring, guiding and appraisal of individual guidelines for all
parts of Eurocodes.
Main
designer for Guidelines will be selected in the ongoing procedure of public
tender.

There is ongoing procedure of adoption of a Rulebook on
technical regulations for chimneys in buildings. According to the Article 81
line 6 of the Law on spatial planning and land utilization at the federal
level, and in order to fulfill important requirements for a building, the
Rulebook will prescribe technical properties for chimneys in buildings, as
requirements for designing, application, utilization, maintenance, and other
requirements for chimneys, as well as other technical properties and
requirements for construction products intended for installation in chimneys.
Rulebook on technical properties of chimneys for buildings
is the second rulebook in the field of construction, adopted by federal
minister of physical planning. By adopting this Rulebook legal regulations will
be modernized and European standards in the field of construction will be
applied.
