Principal activity of the Ministry is spatial planning, and spatial planning documentation production and implementation through the land utilization approach.

Planning documentation determines applicable organization, land utilization and allocation; and measures and streamlines for the protection of the space. Spatial planning represents optimal arrangement of people, assets and services on the territory for its optimal utilization. Spatial plan defines long-term objectives and measures of spatial development in accordance with overall economic, social-historic development of the significance for certain area. Spatial plans preparation is legal obligation based on Law on spatial planning and land utilization at federal level.

 

Land utilization implies construction of the buildings and other interventions in urban areas and on construction land. Construction of the building according to the Law on spatial planning and land utilization at the federal level, implies: new building construction, reconstruction, upgrading, recovery, rehabilitation, performing other interventions related to space, building removal, preparatory works, building or land allocation change, and construction of temporary buildings, except for running maintenance works, recovery works supposed as running maintenance and building conservation. Federal ministry of physical planning issues urban permits for the buildings of significance for the Federation of Bosnia and Herzegovina.
 

Federal Ministry of physical planning also has competence to permit works related to preservation of monuments determined as national monuments by the Commission to preserve national monuments.

National monuments preservation is necessary in order to preserve cultural historic heritage of Bosnia and Herzegovina for future generations. National monuments are under highest level of legal protection as set out by the particular laws in FB&H. All, and Federal, cantonal, city and municipal bodies and services in particular  shall sustain from any harmful actions endangering national monuments and their protection and rehabilitation. Every year Federal government grants funds intended for national monuments preservation therefore co-financing projects of preservation.

 

The ministry also acts as a secondary administrative body in resolving cases of complaints raised against first instance resolutions issued based on:

·         LAW on Modifications and Amendments to the Law on Taking over the Law on Housing Relations

·         LAW on Amendments to the Law on Sale of the Apartments Covered with the Tenant's Right

·         LAW on modifications and amendments of the Law Restitution, Award and Sale of Apartments

·         LAW on Inspectorates in the Federation of Bosnia and Herzegovina
