Issuance of urban approval is the
first step in the procedure of building construction, according to Article 40
line 1 of the Law on physical planning and land utilization on federal level.
Urban approval should be issued only if opinion of Cantonal Minister of spatial
planning is previously obtained, and if planned construction is in accordance
with planning documentation and with other conditions defined for that respective
area.
Second step in administrative
procedure of building construction is approval for construction. Federal
ministry of physical planning issues construction approval for reconstruction
and renovation of ruined and devastated monuments designated as national
monuments by the Commission to preserve national monuments or if those are on
the provisional list of national monuments, without previously issued urban
approval.
An investor is obliged to report
the start of construction to the Federal ministry of physical planning in
written form, no later than eight days prior to beginning of works.
A technical inspection determines if building were built in
accordance with technical documentation specified in construction approval.
Service license is issued after technical inspection was performed.
